It seemed like just another chapter in the familiar story of the foreign investors giving up on India. On December 9, more than seven years after agreeing to build a $1.3 billion power plant in Karnataka in southern India, Cogentrix Energy America and its partner, CLP Holdings of Hong Kong, announced they were pulling out. Their reasons : a rash of lawsuits and long delayed government approvals.
