Programme implementation way behind target

Except for a few schemes, performance on most major items on the 20-Point Programme have been much below expectations, according to the latest progress report of the Ministry of Statistics and Programme Implementation. Rural health care, in particular, has witnessed extremely tardy growth, the report issued by the ministry for the period April 2004 to January 2005 said. With the exception of Nagaland and Haryana, there was zero per cent growth in setting up of Primary Health Centres (PHCs) in the country. As against the target of 203 PHCs during the said period, merely 10 such centres actually came up. And of the 10 PHCs, eight were set up in Nagaland and two in Haryana.
