Reaction Cool to U.S. Fuel Plan

Environmentalists and many countries expressed dismay Friday at President George W. Bush's plan to increase output of oil, coal and nuclear power, saying it would fuel globar warming and fail to cut galloping U.S. energy use. Conservationists branded the Bush plan a "disaster" or a "crime". They said it put Mr. Bush even more out of touch will a world drive to fight pollution after his rejection of the 1997 Kyoto protocol, aimed at limiting greenhouse gases blamed for heating the planet.
