Prime Minister Atal Bihari Vajpayee has stressed on the need for a comprehensive and regular review of the implementation of all rural development programmes, saying the failures are less due to shortage of funds and more because of flaws in implementation. Pointing out that there were thousands of voluntary organisations in the country that were willing to work closely with the government and to make their contribution to rural development, the Prime Minister called for increased participation by such NGOs.
