The National Human Rights Commission (NHRC) has issued notices to the Union Health Secretary, the Director General of Health Services, as well as to the Health Secretaries of all State Governments asking them to respond within four weeks why there has been an inordinate dealy in the establishment of the Centralised Accident Trauma Services (CATS).
