Scientists urged the UK government to restrict smoking in public places, after concluding that passive smoking causes lung cancer and heart diseases. The Scientific Committee on Tobacco and Health, an independent advisory group, told the Department of Health that long term exposure to "environmental tobacco smoke" increases the risk of lung cancer by 20 to 30 per cent.
