Dilly-dallying over the location of oil import facilities for the 6-million tonne Bina Refinery project, has caused a cost escalation of Rs 2,000 crore. The project cost of Bharat Oman Refinery Ltd (BORL), a joint venture between Bharat Petroleum Corporation Ltd (BPCL) and the Oman Oil Company (OOC), has increased from Rs 7,000 crore to Rs 9,000 crore.
