Volatile international oil prices, rapidly rising demand for energy, and nightmarish air pollution:all have brought the issue of energy security to the top of the China government's cluttered agenda. Energy demand is currently growing by about 3.5% a year, and is expected to double over the next 20 years, placing China on a par as an energy-guzzler with Europe.
