President Vladimir Putin of Russia said that his country was prepared to help Europe ensure its long term independence in energy supplies. Mr. Putin spoke after a meeting in Paris with the French President Jacques Chirac, and the European Commission president, Romanco Prodi, at which the three leaders agreed to strengthen cooperation on fuel supplies.
