South Korea said it would pour a total of 4.2 trillion won between next July and the end of 2002 in a drive to conserve energy and help develop energy-related technologies. The Ministry of Commerce, Industry and Energy said the policy loans would be available at an annual rate of three to five percent, lower than five to seven percent applied to other soft loans. A ministry official said investment in energy conservation was necessary to cope with rising oil prices.
