The Supreme Court has issued notices to the Centre and five states on a PIL alleging that the revenue department officials were unofficially arresting destitute persons and keeping them like "caged animals" for their inability to pay civil debts. A Bench comprising Justices Y K Sabharwal and D M Dharmadhikari issued notices to Uttar Pradesh, Madhya Pradesh, Bihar, Chhattisgarh and Uttaranchal after hearing counsel Colin Gonsalves, who appeared for petitioner Sanjay Kumar Rai.
