SC upholds ruling in Sandur case, rejects review

The Supreme Court today refused to review its September 13, 2010, ruling which had ruled that states cannot frame policies to allot mining leases outside the scheme laid down in the MMDR act and the mineral concession rules. A bench led by Justice P Sathasivam directed Karnataka to decide all pending applications as per the ruling in four months. The state had given Jindal SteelBSE -3.69 % and Kalyani SteelBSE -3.74 % leases which were challenged by MSPL and Sandur. The court said that the mines and minerals (development and regulation) act would prevail and states could not bring in their own policies ignoring the existing statutory scheme.
