NCT of Delhi has the highest per capita availability of water. It is also among the cities with the highest per capita consumption of water. So where does the problem lie? "The problem,"Chief Minister Sheila Dikshit acknowledged, "lies in the leakage/wastage of water which is as high as 40 per cent. Also, the low water tariff which is among the lowest in the world." The admission came in her address to the seminar-cum-workshop hosted by the Delhi State Council of the Confederation of Indian Industry (CII). "Joint ownership," Mrs Dikshit told the gathering, "could be a way-out of the mess which NCT of Delhi finds itself in." The magnitude of the problem, she continued, takes alarming proportions when one reckons that the distribution of water in the Capital is not equitable. "Some areas having a per capita consumption of 350 units per day; others consume 35 units per day."
