Shift to anti-poverty effort is tall order for Asian Aid bank

The Asian Development Bank has classified a Chinese railroad project linking the cities of Hefei and Xian as part of its anti-poverty crusade. But major beneficiaries of the $300 million loan to finance the 954-kilometer link will be the coal mines at one end of the line and the factory owners and city dwellers at the other.
