Six months on, BMC clears two stayed parking lots

More than six months after after municipal commissioner Subodh Kumar modified the public parking policy, the Brihanmumbai Municipal Corporation (BMC) has finally passed two of the 28 proposals for new parking lots. Two of the 26 proposals that had been stayed by the civic adminstration after the modified parking policy was announced in May, were passed by the BMC this month after modifications in the height of the building but none in the number of parking slots. The two proposals which have been passed by the civic administration inlcude, one by Raheja Builders and another by Rockfort Developers. A senior civic official said the proposal has been passed by the BMC committee incharge of passing parking proposals and has been sent to the civic commissoner for formal approval. The proposal to build 800 parking slots by Raheja in Worli and 100 parking slots in Bandra by Rockfort Builders are the first proposals to be cleared from the 26 proposals which had received basic approval much before the newly modified public parking policy was revised in May this year. Civic officials said the decision to overhaul the public parking policy might have stopped the misuse of floor space index (FSI) by builders, builders seem to be finding ways to overcome the hardships without changing the number of parking space. “The proposals which have been approved had proposed the same number of parking slots earlier, but after the policy was modifed the builders changed the plan by increasing the footprint of the building and keeping the number of parking slots the same. In a way this has led to lesser open space around the building,” said a senior civic official. Bhalchandra Shirsat, chairman, improvement committee, said, “The BMC is revoking those approvals which had not received commencement certificate when the modified policy was introduced. Those proposals will also be considered again once the changes as per the new policy are made.” Municipal commissioner Subodh Kumar had earlier this year modified the previous public parking policy by restricting the height of the parking lots to ground plus four storeys. Under the new proposal, the builder would have to share 40 per cent of his profits, while buidling parking lots and availing extra FSI, with BMC. Of the 72 proposals which the BMC had received during the previous public parking policy of, 26 had received letter of intent (LoI) from the civic adminsitration. The civic administration further granted commencement certificate (CC) to 11 proposals. While the 11 proposals which have received CC will be reviewed by Kumar and might be asked to be modified under the new policy, the civic administration has cancelled 10 proposals where LoI had been granted. Of those which will have to rework their plans and submit new proposals include, DB Realty, Raheja, DLF, Kumar Builders. The BMC which has not yet issued a withdrawal letter to Byramjee Jeejeebhoy builders, who had approached the court against the new policy, has asked its legal department to draft a letter revoking their permission.
