Small California power firms are key

A group of of small producers increasingly looks like a wild card in efforts to craft a financial solution to California's electricity woes, as well as to getting through the summer without blackouts. Known as the "qualifying facilities" or QFs, these are a group of relatively small power plants-such as industrial boilers, wind machines and solar devices-that for 20 years have been selling power to utilities under the U.S. government mandate.
