The 2002-03 Annual Plan for Bihar has been fixed at Rs. 2,900 crores at a meeting in Delhi today between the Deputy Chairman of the Planning Commission, K.C. Pant, and the State Chief Minister, Rabri Devi. The meeting also decided to fix the Tenth Plan outlay for the State at Rs 21,000 crores a constant prices. Some prescriptions suggested by the Deputy Chairman include emphasis on land reforms, reforms in the electricity sector and full exploitation of water resources. Serious efforts were required to complete on-going irrigation projects and increase in the forest cover along with steps to fully utilise funds under the Accelerated Irrigation Benefit Programme and Centrally Sponsored Schemes for flood control measures, were some of other recommendations.
