Speedy commissioning of Lower Subansiri Hydro Electric Project

ITANAGAR: Arunachal Pradesh has urged the centre for speedy commissioning of the 2000 mw Lower Subansiri Hydro Electric Project at Gerukamukh on Assam -Arunachal border saying agitation in Assam by some organisations over the proposed dam resulted in huge loss to national exchequer. A delegation led by MP Takam Sanjoy submitted a memorandum to Union Power Minister Veerappa Moily yesterday at New Delhi and demanded early settlement of the stalemate on the dam issue in the state, official sources informed here today. “This mega project was allotted to NHPC, which started its construction in 2005 setting 2014 as deadline for commissioning. However, due to arbitrary launching of agitation by Krishak Mukti Sangram Samiti (KMSS), All Assam Students’ Union (AASU) and other organisations in Assam, the project is said to be drifting away from early commissioning in 2014 to 2016. Such obstructions in Assam have already created heavy loss to the national exchequer,” the memorandum said. “The Centre has also failed to initiate dialogue with the agitating organisations. We urge upon your good office to immediately constitute a committee consisting of representatives from Arunachal Pradesh government, Assam government, NHPC and a Joint Secretary of Power Ministry to be headed by Union Minister of State or MP of the region to create conducive atmosphere for a dialogue with the agitating organisations for a permanent solution to their grievances,” the memorandum added. Expressing dismay over the “delay” in commissioning of 600 MW Kameng HE Project, which was scheduled to be commissioned in 2012, the delegates urged the minister to direct the NEEPCO “to clear all projects (including 110 MW Pare Hydro Electric Project) awarded to them on time. They further called for immediate construction of 750 MW Tawang hydro electric project and 11km road tunnel from Sange to Mukto by NHPC. They also urged the minister to ask the NHPC to start 750 MW Tawang hydro electric projects at the earliest. In the MoU signed with the state government, NHPC had agreed to construct the above road tunnel along with the project as it would help solve defense strategic aspects of union government. They sought relaxation in population criterion for implementation of Restructured Accelerated Power Reforms and Development programme for the state and funding for the project-construction of 132 KV single circuit transmission line from Aalo to Pasighat. Demands for early sanction of comprehensive transmission and sub-transmission system, alternative resource for funding of comprehensive scheme for strengthening of Transmission and Distribution system for the state and strict implementation of recruitment and promotion policy by NEEPCO authorities for tribal employees of North East States, particularly Arunachal also got prominence in the memorandum. Besides Sanjoy, the delegation included Dy Speaker Jomde Kena, Tourism Minister Pema Khandu, Parliamentary Secretaries Gojen Gadi, Nido Pavitra and Kumar Waii and MLA Markio Tado.
