In the golden jubilee meeting of the National Development Council (NDC), the State chief ministers cutting across political affiliations laid out a litany of woes, demanding debt waiver, decentralisation of resources in favour of States and more sops even after the Prime Minister pleaded for expanding the area of consensus on the reform front to achieve the ambitious eight per cent economic growth target for the Tenth Plan. The Andhra Pradesh Chief Minister, Mr N. Chandrababu Naidu, however did some plain speaking, stating "we must have political consensus on major reforms agenda cutting across party lines. We oppose reforms while in opposition and support it while in power."
