States to be penalised for default in rural uplift

The centre has decided to crack the whip on the state governments which fail to implement the centrally sponsored rural development programmes in time. It would not give funds for the schemes if the states fail to present claims by February this year, the Union Rural Industries Minister, M. Venkaiah Naidu, asserted in Tamil Nadu.
