SYL row: Kalam checks with SC on Punjab law

The President today sought the Supreme Court's opinion on the controversial law that was passed by Punjab on July 12 to circumvent its direction for the construction of a canal to Haryana. A P J Abdul Kalam referred the Punjab Termination of Agreements Act 2004 to the apex court, a week after the State disregarded its deadline to hand over the Sutlej Yamuna Link (SYL) canal project to the Centre. This is for the 12th time that the President has made such a reference, since 1950, under Article 143 of the Constitution. And it is the second time that a reference is being made on a dispute between states over the sharing of river waters.
