Task force calls for district-level planning

An inter-ministerial task force on redressing growing regional imbalances has proposed direct funds transfer to districts as a viable model that would expedite correction. Stating that such district-level planning would require major changes in schemes at the central and state levels, the task force said, to begin with, the ministries of rural development, agriculture, health, education and water supply should replace some of their watertight schemes with unified funds with micro-managed schemes at the district-level and below. The task force noted that the exercise by the agricultural ministry to replace a bouquet of schemes with an umbrella scheme for micro-management was a step in the right direction.
