While recommending the need for an integrated naitonal transport policy to meet the future needs of the country, the recenty- formed Task force on Infrastructure has stated that until indirect user charges in the form of a cess on petrol and diesel are levied by the government and its proceeds earmarked for the development of roads, finding adequate resources to meet the massive needs of the road sector will be impossible.
