Termination of Agreements Act not extra-territorial: Punjab Govt

Accusing the Centre of having always favoured Haryana, the Punjab Government has strongly supported the enactment of the Punjab Termination of Agreements Act 2004, ending all water-sharing agreements with its neighbouring states. In its reply to the Presidential reference on the controversial Sutluj-Yamuna Link (SYL) canal issue, the Punjab Government said the Act was not extra-territorial as it merely purported to relieve the state from its contractual obligations. "It does not purport to disturb or affect the pre-existing legal rights of Haryana and Rajasthan, if any, in the waters of the Ravi and Beas rivers," the affidavit asserted. "It is the stand of the Punjab Government that Haryana has been favoured by the Central Government and it is in this context that that the Punjab Termination of Agreements Act, 2004, was passed by the Punjab Legislative Assembly on July 12 ,2004," the affidavit said.
