After doggedly pressuring Enron over the past five months, the Congress-led coalition of Vilasrao Deshmukh was evidently taken aback by the threat held out by Enron, the promoter of the Dabhol Power Company (DPC), to withdraw from the contentious project. Riled by the pressures building up against it, culminating in the scathing Godbole Committee report which sought a judicial inquiry into the deal as also renegotiation of the power purchase agreement (PPA), Enron contemplated issuing termination notice to the Maharashtra government.
