The difficult art of governance

A logjam appears to have set in the process of strengthening up of democratic institutions at grassroots level as the much talked about Panchayati Raj institutions are not making much headway on account of the non-cooperative attitude of State governments. The Indian Parliament gave assent to the historic 73rd Constitutional amendment bill on December 22, 1992. The bill passed during the Narasimha Rao regime, came into force on April 24, 1993.
