One of China's biggest cities was gripped by a panicked rush for bottled water after reports that millions of taps will run dry for four days while officials check for possible contamination of supplies from a chemical factory explosion.The water cuts in Harbin, the freezing capital of north-eastern Heilongjiang province, have attracted nationwide attention because they appear to realise growing fears that China's spectacular economic growth could be undermined by pollution and drought.
