The Tamil Nadu government has refused to sign the tripartite agreement for the Cuddalore mega power project in the state. R K Madan, chairman of the Power Trading Corporation (PTC), said the Cuddalore power project had been stalled, since the state government had refused to sign the tri-partite agreement for the project.
