With implementation now being the buzzword in the UPA-II, the Union rural development ministry is seeking to create a large pool of trained manpower to monitor the mplementation of a number of Central schemes at the grassroots level to improve their effectiveness. The rural development ministry is unveiling a "Lab to Land" project to train Bharat Nirman volunteers, one each for every 40 households, in a pilot project spread over 43 districts in 28 states, who would monitor execution of all Central schemes at the grassroots level to improve their efficiency.
