Twilight zone for ozone-busters?

Fire extinguishers, aerosol cans and car air-conditioners might eventually stop perforating the skies above us if the government follows through on its plan to regulate the phasing out of ozone-depleting substances (ODS) over the next decade or so. After an initial delay, the Union Environment Ministry seems set finally to frame comprehensive rules that will bring India in line with its international obligations. The revised draft, Ozone Depleting Substances (Regulation) Rules, 2000, seeks to ensure a step-wise elimination of ODS.
