Announcing that the state government is planning to take up two major health projects one to provide emergency health services in the major accident-prone zones, and the other to reduce the high mortality rate in Gujarat, Labour, employment and health minister Ashok Bhatt said it would mean a shift from the earlier policy emphasis on elite health care.
