Ukrainian President Leonid Kuchma said rich Western countries were not fulfilling their financial obligations to help the country close down the Chernobyl nuclear power plant. "We keep to our promises and our commitments. So far we have closed down two reactors, while the G7 has got only mere declarations ... they have taken no action at all," Kuchma told reporters during a two-day state visit to Sweden. Ukraine promised the Group of Seven leading industrial nations to shut down Chernobyl by 2000 in exchange for aid to finish rebuilding two replacement reactors in western Ukraine, but it says the promised funds have yet to appear.
