In Ukraine, citizen involvement was central to meeting the challenge of providing freshwater at an affordable price. As the old infrastructure in the region deteriorated, a new approach was required to make the transition from a centralized model to a customer-focused one, in which consumers pay for services that were formerly heavily subsidized by the government.
