The BJP's star campaigner for the upcoming Assembly election, Ms Uma Bharati, came out strongly against Madhya Pradesh chief minister Digvijay Singh's decision to levy a composite fine on villages where dalits were being prevented by OBCs and upper castes from taking possession of free land allotted to them by the state government under the dalit agenda. Plots of a hectare each have been given by the state to each landless dalit for their economic betterment by reducing the grazing (charnoi) land from seven to two per cent in phases.
