The United Nation's top environmental official yesterday said he viewed US President George W. Bush's decision to seek postponement of a new round of talks on global warming as a positive sign. The official, Klaus Toepfer, also said he was optimistic that deadlocked negotiations on reducing greenhouse gas emissions could make progress later this year.
