UNDP report calls water bluff

A major part of India survives without proper sanitation and access to safe drinking water. This is, however, of little concern to the central and state governments, though the subject receives periority in most political party manifestos. The NDA, in its election manifesto of 1999, promised that if returned to power, it would privide safe drinking water to all villages in a couple of years. Now the UNDP has a different story.
