It is ironic that Kalyan Singh, patriarch of a 92-member ministrial fraternity, should detest jumboo families. During his five month tenure, the Uttar Pradesh chief minister's role in popularising contraceptives in a state with the largest birth rate count is being lauded in family planning circles. Uttar Pradesh is on the verge of enacting a miracle. And the credit should not go to Kalyan Singh alone. The family planning exercise in this densely popylated state with every couple giving to the world at least four children has been phenomenally successful since April last year.
