UPA govt to recast development schemes

The United Progressive Alliance (UPA) government wants to recast the country's development schemes and put its own distinct stamp on them. And to do so, it plans a review of all ongoing schemes, particularly those introduced by the NDA government. The exercise, however, will take some time to take off. From all indications, the UPA government's first Budget will not tinker with the ongoing development schemes.A similar exercise was attempted about five years ago when the a sub-committee of the National Development Council (NDC) was entrusted with this task. The report never materialised as the committee members were unable to arrive at a consensus. The areas which will engage the Planning Commission's attention in its task are employment generation and the agriculture sector, which have been singled out by the UPA government as its thrust areas. The CMP has promised to enact a National Employment Guarantee Scheme to provide at least 100 days of employment for at least one person in every rural, urban poor and lower middle-class household. Similarly, the Manmohan Singh government has repeatedly emphasised that there will be greater investments in the agriculture sector with irrigation and rural credit being accorded high priority. The UPA government has also promised to increase the allocation for education to at least 6 per cent of the GDP while the spending on health is to be raised to 3 per cent.
