U.S. Congress weighs Bush's energy plan

President George W. Bush has spent much of the year warning the U.S. about its energy problem. Now, he is about to find out how big a political problem energy has become for him. As the House of Representatives prepares to heed Mr Bush's request to act on his plans for expanding U.S. energy supplies, shifting political and economic circumstances have weakened his hand with Congress.
