U.S. short of cash for Pyongyang oil

U.S. officials say they have not yet raised enough funds to supply North Korea with oil in return for freezing its nuclear program, but they expressed confidence that the money would be found. The state department said that it was talking to Congress and was lobbying other countries for cash in an attempt to provide North Korea with the 500,000 metric tons of heavy fuel oil it was promised every year under a 1994 agreement.
