Facing states' opposition over a key part of President George W. Bush's energy plan, U.S. Energy Secretary Spencer Abraham was expected to announce that he and the nation's governors will jointly convene a task force to hash out electricity issues, including who has jurisdiction over the choice of sites for controversial power lines.
