Infrastructure is essentially of two kinds. One, such as power, highways (excluding rural roads) and ports, which are financiable on a recourse to project basis, while others, such as irrigation, drinking water, rural roads, primary education and health unlikely at present, to be privately financiable.In the first category, the key issue to move ahead is availability of economically viable projects ready to be implemented and a delivery system that implements without waste. This system exists in India in the corporate sector.
