There is a growing view that the 21st century will be marked by wars over water. Ataollah Mohajerani, Iran's minister of Islamic Culture and Guidance, brushed aside criticism of higher crude oil prices during a September visit to Japan, saying that crude-oil costs only half as much as mineral water. Indeed, the failure of supply to meet growth in demand is causing serious problems in many parts of the world.
