Water pledges to California are being rethought

The Bush administration said that it might invoke a fundamental principle of Western water law to further reduce water from the Colorado River going to farmers in Southern California. Invoking that principle would allow the administration to contend that water is being wasted in the irrigation of farmland. The possibility was raised in a letter from Bennett W. Raley, the assistant secretary of the interior for water and science, to four water districts in California.
