Will hill areas be downgraded?

It has been the gripe of those who were at the core of the agitation for a separate state that policies after its formation have been progressively in contradiction to the values that inspired the movement. Events since Uttaranchal's coming into being, too, seem to have borne out this contention, whether it has been the question of the state's capital or the culture of governance. This feeling of alienation may become even more marked if the new exercise in nationwide delimitation of assembly constituencies on the basis of the 2001 census lowers the representation of the hill areas in the state. The problem lies with the rapidly changing demographics throughout the country for a variety of reasons. These include migration from economically weaker regions to the more powerful ones, within states and at the national level; as also substantially different reproductive levels.
