For the first time, an entire project aimed at improving commuting by local trains and buses for the common man in Mumbai is being launched with an outlay of Rs. 4,526 crores with World Bank participation. The World Bank's five-year deadline - beyond which the funding will be cut off - has led to the State Government appointing T. Chandrasekhar, a task master, as the director of the Mumbai Urban Transport Project(MUTP) 2002. It was he who turned Thane and Nagpur into "best cities of the country". He calls this "essentially a people's project".
