The World Bank has come out with a five-pronged strategy for development of Bihar, which includes improving investment climate, initiating budget management and fiscal reforms, and strengthening the design and delivery of core services. The other areas where the state would need to lay special emphasis are public administration and procedural reforms, and public law and order situation. The study also suggested that initiatives should be taken to combine external expertise with local knowledge, as part of the broad efforts to strengthen the development process. Bihar, it adds, faces many challenges, but despite a difficult environment there are instances of successful development efforts.
