The World Bank has suspended the grant of further instalment of the sum it had sanctioned for the Haryana power reform programme some two years ago. Among other things, the Bank insisted that the Haryana State Electricity Board (HSEB) be wound up and it should be replaced by autonomous bodies to generate and distribute power, and to prescribe the tariff.
