• Giving greater emphasis to public road transport in future public expenditure decisions
• A range of initiatives to make better use of the existing capacity
• Tougher standards for new vehicles to reduce emissions
• Tougher enforcement of safety standards for goods vehicles
• New measures to promote cycles and help pedestrains
• Improving the level of information for transport users
• An independent examination of the links between traffic growth, investment and economic growth
• Facilitating local measures to improve services to rural areas and reduce the impact of transport on the rural government
• Making sure that transport users pay the full costs, including environmental costs, and reflecting this in future tax decisions
• Using pricing measures rather than regulation to achieve environmental benefits without unnecessarily restricting choice
• Continuing the policy of annual increases in fuel duty above the rate of inflation to help reduce carbon dioxide emissions
