The report introduces the concept and definitions of vulnerability in the context of wetland assessment, explains the relationship between vulnerability and risk assessment, provides an overview of available methods and approaches to vulnerability assessment, and sets out a general framework for wetland vulnerability assessment in the context of Ramsar Convention implementation.
